　美國國防周刊說，美國國防部的「中國軍事評估」報告提到，台灣為了阻止中國攻台，可能襲擊三峽水壩。國防周刊引述美國國防部的報告說，台灣也可能癱瘓中國的電腦網路、機場、交通樞紐及指揮管制中心。

　美國國防部是在五月二十八日向國會送交厚達五十四頁的「中國軍事評估」年度報告，報告分析中國軍力對台灣構成嚴重威脅的情勢之後，在最後章節敘述台灣應對策略中指出，台灣為了嚇阻中國侵犯，可能考慮瞄準中國高人口密度城市，或高價值基礎建設，例如三峽水壩。

　Taipei political and military leaders have recently suggested acquiring weapon systems capable of standoff strikes against the Chinese mainland as a cost-effective means of deterrence. Taiwan's Air Force already has a latent capability for airstrikes against China. Leaders have publicly cited the need for ballistic and land-attack cruise missiles. Since Taipei cannot match Beijing's ability to field offensive systems, proponents of strikes against the mainland apparently hope that merely presenting credible threats to China's urban population or high-value targets, such as the Three Gorges Dam, will deter Chinese military coercion.

　國防周刊引述台灣國防部官員說，中國軍力將在二○一二年超越台灣。對於台灣可能攻擊三峽水壩，該周刊訪問了美國傳統基金會兩岸問題專家譚慎格。譚慎格表示，國防部能夠公開討論台灣在受到中國攻擊之後如何進行報復是非常重要的事，而攻擊三峽水壩「絕對是一個好主意」。

　譚慎格警告，如果台灣沒有一個可信的反制能力，到頭來美國還是得下場跟中國一戰。

　不過，美國國防大學中國軍事問題專家柯爾認為，攻擊三峽的策略收效有限。柯爾說，中國那麼大，目標那麼多，他不相信一旦戰爭爆發，中國會因為一兩個目標被炸毀而縮手。
